Justin Spewock has over 25+ years healthcare industry experience with a majority of those as a broker/consultant providing advanced employee benefit strategies for insured and self-funded clients on a regional, national and international basis. He has a strong background in Health Care Finance, Delivery System development/Hospital and Direct Contracting, Operational/Web Based Solutions and PPO, HMO and TPA consultation on regional and national accounts. He has built out custom healthcare plans for employers including key OEM’s with 8,000 employee lives and key administrative solutions for healthcare products up to 50,000 lives. He has successfully place hundreds of millions in stop loss premium/coverage over billions in healthcare spend.
Most recently, He served as Area Vice President for Gallagher from 2017 to 2024, where he was Responsible for all aspects of client relation with a focus on innovative holistic solutions to healthcare cost and delivery including captives. In addition, extensive experience in all aspects of other employee benefits including dental, vision, life and disability, wellness programs, hr and benefit tech solutions, executive benefits, 831b captives and voluntary benefit programs.
Prior to Gallagher, Justin was the founder and chief executive officer for Ballard Benefit Works, from 2009 to 2017. Ballard Benefit Works, Inc. is a middle market fee based/fee transparent employee benefit consulting practice founded by Justin. Justin named the company after his Great Grand Father Dr. William A. Ballard, MD. former head of staff for surgery at Bay Medical Center, Bay City Michigan. Started in January of 2009, Ballard Benefit Works consults with employers from 20 lives to over 30,000 with a health care spend in excess of $70+ Million annually.
Prior to Ballard, Justin was top consultant and minority partner at the largest privately held Third Party Administration market leader WEYCO. Prior to that Justin Managed the Self Funded Network for the University of Michigan health plan MCARE and National Accounts closing WALMART for the State of Michigan, Managed the NorthMed strategic partnership and the Wayne County Healthcare strategic initiative. Prior to MCARE, Justin did Hospital Contracting and Network Management for Blue Cross Blue Shield of Ohio reporting to several large entities including the Ohio Retirement System. Prior to BCBS Ohio, Justin was a management trainee and provider relationship representative at PPOM the State of Michigan’s first Non Spread PPO helping the company develop in Michigan, Indiana and Ohio.
Justin attended the University of Michigan from 1985 to 1990, where he obtained his Bachelor Degree in Business, English & Psychology and is a one of the Universities only third generation student athlete and the only family with 3 student athletes in 3 different sports. While at Michigan, Justin was a varsity member of the Michigan Wolverine Wrestling team from 1985-1990, serving as Co-Captain in 1990, was a National Qualifier, 2x Big Ten Placer and a U20 Greco Roman National Champion as well as a member of the Sigma Alpha Epsilon fraternity.
